What each state means and what actions are allowed.

Pending: Registered without activation/payment. Limited access.
Active: All modules per plan.
Grace period: Days before suspension with full access and warnings.
Suspended: Read-only and payment management.
Cancelled: No access; data kept per retention policy.
Reactivated: Back to Active after payment is settled.

Permanent data removal requires explicit Owner action and a prior backup.
